When cast upon a person, a small rain cloud will appear over his or her head and rain continuously. The cloud will follow the victim until a dispel magic is cast upon it. Each round, on a percentage roll of 80% or higher, a tiny lightning bolt will hit the victim and inflict 1 point of damage.
